Based on Arabic and Persian sources, in a time of Khalifat and futher on, starting from the VIIIth century, the term Azerbaijan was used in reference to both as North and South Azerbaijan. Azerbaijan became political-administrative, or geographic or political concept. As, for example, in XII-XIII cc. Azerbaijan along with a geographic concept represented also a political concept - Azerbaijani State of Atabeks (ref.: Z. Buniatov, Historical geography of Azerbaijan, Baku: Elm, 1987, p. 6).
